Formerly President of Veterinary Ireland and the Federation of European Equine Veterinary Associations (FEEVA), and elected Council Member of the Veterinary Council of Ireland (VCI) and the British Equine Veterinary Association (BEVA),
Joe has a veterinary PhD, RCVS Certificates in Equine Practice and Veterinary Radiology and is a Fellow (Chartered Biologist; Chartered Scientist) of the Society of Biology.
Joe is a broadly experienced veterinarian having worked for 9 years in mixed practices throughout England, a further three as Clinical Resident at Cambridge University and more than two subsequently in pharmaceutical R&D in Northern Ireland.
Joe now works from his base in Ireland as an academic and clinical researcher and consultant. He is a recognised leader in his field and has provided veterinary expertise to:
o Public Sector bodies including an Garda Siochana, Enterprise Ireland, local authorities and the National Parks & Wildlife Service;
o Private Sector businesses, entrepreneurs and Law firms;
o Equine societies and charitable organisations including Horse Sport Ireland, the RSPCA and the ISPCA.
Joe is experienced in the conduct of legal proceedings from the carrying out of field investigations, to advising law enforcement agencies and law firms, and providing expert reports, affidavits and court testimony. He has appeared as a ‘McKenzie Friend’ in a civil action and adjudicated on veterinary professional fitness to practice matters.
Joe has published and presented widely both in peer-review and lay press. He is an accomplished teacher and public speaker and has extensive media experience on both radio and TV.
Joe has worked on the following boards, working groups and committees:
• Veterinary Ireland’s Board of Directors, National Committee and Equine Committee (as Chair), and its Education, Research & Industry Committee;
• VCI Education & Training, Conjoint, Liaison and Finance Committees;
• Federation of Veterinarians in Europe (FVE) Working Group on Animal Transport;
• FEEVA Board (as Chair);
• Veterinary Ireland’s Working Group on Anti-Microbial Resistance (as Chair).
In addition to his acknowledged expertise in equine health & welfare, Joe’s other particular interests include:
o The use of veterinary medicines, including implications for public health and teaching pharmacy undergraduates;
o The welfare of animals used for research purposes;
o Veterinary professional negligence, representation and regulation;
o FEI Three Day Event Veterinary duties.
